Notaries Public to Have Access to Personal Data
From January 1st 2010 the public notaries in Bulgaria will be granted access to the national register of personal documents and to the Population national database supported by the Ministry of Regional Development and Public Works. They will have to make check-ups in these databases when issuing certificates upon establishment, change or termination of rights on a real estate property. This is what the MPs decided by adopting the changes to the Personal Data Protection Act. This is the first such measure undertaken by the Ministry of Interior whose aim is to prevent property frauds.
The access of the notaries to the system will be limited. They will be able to check whether the person who is in their office is the same as in the personal documents database. The notaries public will be able to see the IDs through a server that will be located in the notary chamber and which will be monitored. Through this measure the number of property frauds is expected to be reduced making the process of buying, selling or transferring property ownership safer.
