In 2007 the Municipality of Shabla approved arrangement and regulation plans, which will make it possible for the future investor to plan and build vacation, residential and facility buildings in an area, provided for recreation and tourism. Current planning permission for the plot allows for a 3-storey building with GFA:
Plot 1 (25 556 sq.m)- up to 30 667 sq.m, restrictive building line of the plot to the neighboring properties of 8 meters (26.22 feet) and to the adjacent road of 10 meters (33 feet).
Plot 2 (43 069 sq.m)- up to 51 700 sq.m, restrictive building line of the plot to the neighboring properties of 8 meters (26.22 feet) and to the adjacent road of 10 meters (33 feet).

Infrastructure
Water supply: Through a pipe, reaching the existing public water-main.
Possibility for constructing a separate underground water source at the plot itself.
Electricity supply: A sub-station must be built to connect the plot to the Grid.
Purification: A purification installation must be set up to service the plot.
Gasification: No supply exists for now.
Road access: A road connection to the existing road structure must be built.

Restricted Offer of Sites
From the town of Balchik to the Rumanian border it is already hard to find first-class regulated plots for sale, provided by municipality plan for building along the frontage. In the municipalities of Balchik and Kavarna the prime properties in proximity of the sea, with little exceptions, have already been built up or are in the process of planning for future constructions.
